One can't control the movements of every person. Idiots who break curfews and go off to gatherings and spread the virus, can contribute to hundreds of deaths. If I was Andrews, I would slap them with huge fines, equivalent to all of the costs, for all ensuing health expenses and every following death.

The 600-700 extra deaths in Victoria, partly because of the use of incompetent quarantining staff, etc. - not to mention the delay in lifting restrictions - have probably cost billions of dollars to Victoria, not to mention the grief and anguish. And yes, Andrews, or someone high up in the chain of command, should cop the responsibility for that decision to appoint such an incompetent company.
