My dad died of a massive coronary at the age of 52.
He was a heavy smoker, and his life-style left a lot to be
desired. I miss him dreadfully. However, it's often difficult
to get people to change their habits and life-styles.
Which of course doesn't mean that we shouldn't try. Look how
long it's taken us to get anywhere with exposing the detrimental
effects of cigarettes and smoking. The tobacco lobby has always
been a very powerful one. and in most industrialised
democracies "wedge politics" deliberately creates a division between
sectoral interests. That's the name of the game.

Hence, interest group self-interest and antagonism between
citizens permeates policy-making. The much-tounted notion
in liberal democracies that governments govern for all, is not
believed by significant numbers of voters. It's all too
obvious that governments actually don't do this.
This destroys trust. There is "them" and "us", rather than simply
"us," and much effort is employed in partisan politics which
could be much better utilised in more positive pursuits.

As far as smoking is concerned, plain packaging was a good idea.
And a step in the right direction. Of course so is education.
We need to continue to do
something tangible, precise, or formal, to arrive at
consensus. We need patience and persistence, to influence
government. But, saving lives will make it worth it in the
end.
