Riding around in fear with eyes in my back as if I'm a thief is not my cup of tea, it's also not good for the heart and blood-pressure to have that constant anxiety of being caught. And if being caught, the main penalty is not the money, but having to walk home all the way (holding the bike), regardless of weather and distance, or missing some important appointment because the police would keep hovering and not allow me to proceed on bike. Also the shock on being caught and having to face the police, that is when the adrenalin kicks to prepare for fight-or-flight, the blood rushes out the liver and it feels like a strong kick in the stomach!
As for selecting cycleways, I am not interested in riding for fun, but in order to arrive where I need to arrive, especially as Plan B if my car is broken, if there is petrol-rationing or if for whatever reason I lost my license.
For me it is not acceptable to be ordered to wear anything and it's not an option: I am traumatised by the army, having suffered for years as a conscript and being ordered to wear that thing (in that case to try preventing being hit by bullets and shrapnel) was part of it and brings me horror-memories back.
