Question - How many ports, rail, hospitals, schools, highways and parliament buildings have the Americans built in foreign countries?

None, they put in military bases.
They don't bring peace or prosperity to anyone, not even their own citizens.

The US found a devastated western Europe and created a vibrant, successful series of democracy with living standards similar to its own and gave them independence to choose their own path. The USSR found a devastated eastern Europe and created a decrepit series of slave nations with living standards among the worst in the developed world.

The US found a devastated Japan and created a stable and independent democracy with the highest living standard on the planet.

The US found a backward South Korea and created a stable democracy with one of the highest living standards on the planet. The Chinese found a backward North Korea and worked assiduously to keep it backward and therefore utterly dependent.

No, I'm not sure China wanted a powerful North Korea.
I think maybe Russia was closer to North Korea than China.
Many soviet scientists went there after the fall of the USSR.

North Korea is out from the cold now.
They have a military alliance with Russia and are working together in the far east for mutual benefit.
