Its unusual that anyone runs against an incumbent president but in the case of Biden there's probably two reasons why some would have a crack:

1. That he's so unpopular that the party might give him the elbow between now and then and so some want to be there when that happens

2. He falls off the twig between now and then and party will run in panic to however is at hand to avoid putting Harris up as their candidate.

As to the Republicans, the party out of power usually has a large number of hopeful - in 2016 there were 17.
Even though Trump is miles ahead in all polling, there's probably two reasons why these others want to 'hang around':

1. The deep state may yet get their man at the 247th try and knock Trump out of the race;
2. Trump hasn't announced a running mate and the these hopefuls might be able to get enough support to leverage said support toward the VP job.

"You don't know if it going to keep you warm or blow up your town."

Well, given that Trump was the least warlike president of our lifetimes, I think your town is safe. <grin>
