All the inefficiency consumes increased labour and extra time to fix inefficiencies.
The inefficiencies of politicians and bureaucratic systems, various departments and people's recognised cultures slows down things establishment doesn't want to do. Changing governments starts the process of people in need requesting governments for assistance, new government policy changes, start the process all over again.

Bad education traumatising human intelligence, human intelligence need to feel good to medicate traumas, is one of the establishment's greatest tools. People can't help not believing the media lies.

Excuses used for why hospitals “fixing some of the problems lie with budget considerations”, blaming budget restraints. Having inefficiencies costs more money in the long term, taken out of budgets, to fix patients extended problems having patients extended periods inside hospitals.

The benefits to the legal profession carrying out inquiries, at tax payers cost, possibly charged by the day lawyers, writing out reports that lead to nothing happening, must test the public's intelligence, people who believe inquiry commissions actually do anything beneficial.

I say, No person in charge wants to do anything other than find reasons to have more inquiry commissions, giving the legal bureaucracy system something to do, justifying bureaucracies, many highly paid legal professionals coming from private schools, people in the know buddy system.

When money is allocated, budgeted to a problem, exampling aboriginal housing. Often can be heard that the bureaucratic system consumed much of the money allocated.

Creating bureaucratic inefficiencies consumes more budgeted money.

In the Burgundian town of Vézelay, on 31 March, 1146, St Bernard of
Clairvaux delivered his famous oration on responding to the Muslim threat:

‘Will you allow the infidels to contemplate in peace the ravages
they have committed on Christian people? […] Fly then to arms;
let a holy rage animate you in the fight, and let the Christian world
resound with these words of the prophet: “Cursed be he who does not
stain his sword with blood!”’

Note: infidel used by Christians refers to moslems.
The oration refers to the Arab invasion of the Levant.

Nothing changes.
