An applicant's face would be matched to a composite "Australian" face, based on a database of living Australian citizens' faces.

The higher the "match", the greater the priority (82% match gets preference over 12%).

Nobody is necessarily excluded, just prioritised.

Alternatively, you could set an initial threshold (e.g 50%), which could be raised or lowered by democratic decision.

There could also be additional criteria (assets, literacy/numeracy, IQ).
