I have suggestions but they cannot be enforced on society. It is easier to deal with drunkedness by limiting the amount of alcohol taken home, by returning to 6 pm closing of pubs and venues that serve only alcohol; that alcohol only be served with meals after 6 pm. Not so easy to deal with ethenic hatred by legislation.
