This has essentially just kicked the can 4 years down the track, whilst at best there is no commitment to reduce emissions until 2020.
For Australia, it means that the modelling upon which the carbon tax is based, which assumes that the major emitters will have a price on carbon by 2016 is faulty, and will need to be redone to let people know what the real impact of the tax will be on the economy.
