Who will have the right to vote for BLAXITEER Reps in that "body"?
On what criteria? Racial? Proven by DNA test? 50+% or other physical tests?
Providing opportunities to exclude those who don't pass the tests?
Very nebulous "Affinity to a Tribe"?
Safeguards against corruption of mail order affinities?

In 2001, ATSIC became embroiled in controversy over litigation surrounding its chairperson Geoff Clark, relating to his alleged participation in a number of rapes
in the 1970s and 1980s, after being named by four women.[4]
ATSIC was also investigated for corruption, and the embezzlement of funds
intended for service delivery to help Aboriginal peoples.[citation needed]
Soon after this, the government under then Prime Minister John Howard began to remove some of ATSIC's fiscal powers, which were transferred to a new independent organisation, Aboriginal and Torres Strait Islander Services (ATSIS).[citation needed] The government suspended Geoff Clark as chair of ATSIC in 2003 after he was convicted of obstructing police during a pub brawl, and Lionel Quartermaine became acting chair.[4]"
