Actually it was under the Major government that most of Britain's coal mines closed. Thatcher, after taking on and defeating the NUM, had no reason to shut down any more, but the shift away from coal power for environmental reasons started under Major. But the Major government (and its successors) didn't commission new nuclear power even though many of the existing plants were nearing the end of their lives. Part of the problem is that the nuclear power stations weren't very profitable to operate, partly because they were designed for baseload power (which even back then wasn't what was needed).

The lights HAVEN'T been going out. Britain has the generating capacity, even though the gas it runs on is expensive. More wind turbines and solar panels means less reliance on gas - it really is that simple.
Britain has been a net importer of electricity from France for decades, for the simple reason that France generates it cheaply.
