but it does seem unusual for the Justice Department to take control of what is a non-governmental criminal issue, especially when it pertains to an alleged incident from well before Trumpf became President.

How could it be, in any way, the business of government for the Justice Department to involve itself in a private criminal matter between two private citizens, unless there was an intention to either bury the issue or hinder any proper investigation into it ?

How else can one explain this unusual intrusion ?
