I listened to the interview (you got the URL wrong, by the way. True to your normal standard of accuracy) and found that Ray Hadley was "having a yarn" with Kaldas, who "directed him towards" Robert Baer.

So in the sense that he was telling Hadley "this guy would suit your style of programme perfectly", I suppose you could stretch the word "recommend" in that general direction.

But before you get too excited about the "lie" that I told, the context might give us some more insight.
