Had Jews not been attacking and cheating each other from time immemorial, then most of the Torah would not be necessary, along with 1,000s of pages in the Talmud that deal with the detailed operation of courts, penalties and remedies.
The bottom line is that Jews are humans, humans are animals, and animals by nature obtain wealth/food/territory, power and sex in any way they can so long as they can get away with it. While humans are more sophisticated than animals, the principle is the same.
Religion strives to raise people from the level of animals, but that is where we all start, hopefully not where we end.
