Look at your graph again. There are two indexes, the UK one on the left and the German on the right.

So in 2018 the Annual GDP growth for Germany was twice that of the UK but the layout of the graph has the line going well under that of the UK.

I get that this kind of thing is a struggle for you so if you would like me to repeat the above a touch more slowly I certainly will oblige.
