Like most people, he doesn't have a clue why the embassy should not be moved to Israel's capital, which is the norm for most countries, so he has only been able to say 'no' and shut up because he can't defend his position. from the current capital of Tel Aviv to Jerusalem.
Jerusalem is a divided city between Palestine and
Israel. Israel wants to take over the entire city
to which Palestine and all Muslim countries object.
Why waste the money, resources, and humour the US
when leaving the embassy where it is makes absolutely
no differnce to diplomatic relations with Israel.

Tel Aviv was never Israel's capital, only its main commercial hub.

Western Jerusalem was Israel's capital since its inception, only despite what they say it does not include the Eastern part. Except for the problem that I mentioned earlier, of having to pass through the West Bank, countries would do well to move their embassies to Western Jerusalem, yet state so clearly and use "Western Jerusalem" as their address and in all letterheads.
