I'm not sure that I am impressed by your marking activites. Odd combination to respect the perp's rights and then go in with grenades and the US Marines' firepower blasting the concrete. In the old days the bobbies carried a truncheon. Is it too complex to use armour ( Middle Ages tech ) which can be made bomb-proof more or less and whack the looney with a 4x2 ? With hostages in a small room it's bleeding obvious that bullets will damage someone innocent. Ideally cops will learn boomerang or gladiator fish-net skills to catch attackers before acting as cowboys.
