I don't see what it has to do with Indonesia. We do not need to even ask them. If a boat is headed for Australia we have every right to turn it around and drag it back to the edge of our territory. What Indonesia then chooses to do with it is their business.
Did Indonesia consult with Australia before allowing boats to pass through it waters heading for Australia. Is that not taking unilateral action without consulting Australia?
Why is this debate frammed in the sense that we need to ask permission from Indonesia for everything. They are treating us like some joke. We give them millions in aid and all they do is abuse us.

The required action is to return them to their last port of embarkation.
