Pericles the 12 Federal Reserve banks are technically private institutions that are "owned" by member banks, but they act as a public service institution when it comes to America’s economic policy, which is akin to giving the wolf the key to the sheep pen.
You said Arjay would not or could not tell you who owns the American Fed, I will. This was lifted from a recent American Senate hearing on abolishing the so called Federal Reserve Bank of America:

Pericles governments and nations come and go, but the few that run the money go on forever, well this lot for the last 400 years or more. I do not see your problem with understanding the facts of the first world’s economic system, and the history of it from 1914 onwards at least.
