Well Bazz, as I said HAARP is funded by DARPA, the U.S. Air Force, and the U.S. Navy, all the usual suspects. I personally do not think anything they do is for the good of humanity as a whole and if the HAARP technology could achieve the ends that the conspiracy lobby espouses, there would be no hiding from it and no defense against it. Would the US government or those controlling it use it to their advantage in suppressing a foreign enemy, of course.
