Why is it that many women display a goodly portion of their breasts in public but men are forced to sneak peaks at them for fear of being caught looking?
Are they trying to attract the right mate yet irritated at having to run the gauntlet of all wrong ones that are also attracted?

It's not the first glance, it's the repeated glancing that reaffirms the exposeé's desire to be desired. Perfectly natural behaviour for both. The problem is the unwanted stares but that goes with the territory. Also perfectly natural.
