This has happened but it makes no sense to me as it is, how or where do I find the whole Act with all the updated stuff on it?

We have the minister and shadow minister both wanting the NGO's to take over though so of course it was going to go ahead.

The fact no one but a union was objecting (to one small part)was probably a good indication. Shame about the kids but they can't vote yet. Now I need a change of tactics.

there are/very few people..who watch govt,its deliberatly made boring,so the boys-club can get on with doing/what they allways done[feel luckey one union even watched]

i dont know about tactics,..change is impossable working alone,the best we can do is let them know we are watching,..there are a few interesting points in the ammendment's,..and usually its only a matter of enforcing the enacted protections..[trouble being no one sits on em..to force them..to do the right-thing..[like the fourcorners report on abc last night,..re the private contractors contracting to transport prisoners]

I understand your issues with the failure of DoCS. When something is going wrong, the first step is usually to find out where the problem is and fix it. Like, if my car needs a new battery, then I replace the battery rather than buying an entire new car.

My problem with any disfunction of a government department is that it is immediately used to spruik for privatisation. Having worked in Human Services in Victoria for some years, I have seen plenty of wasted resource and burnt out front-line employees. I also saw a need for LESS middle management and MORE case-workers, nurses, psychologists and other affiliated staff in the welfare sector. And, also more administrative staff (as distinct from managerial).

When the idea of multi-tasking was introduced to the public service, the reality was that the clerks and receptionists lost their jobs and the case-workers et al, found they were up to their necks in even more paper-work and other tasks that used to be done by admin staff.

How can a case-worker keep a handle on every child when she or he is loaded under a pile of bureaucracy?

Making human welfare a commodity for the private sector cannot not give the best results for children, the homeless or the elderly. It is a conflict of interests.

I can see diversification of the welfare sector; NGO's for the less crucial care and a complete overall of DoCS. Get rid of those admin-managers who do little more than run performance feedback every month, bring back support staff and provide a direct line of communication between senior and case-workers. A more lateral structure, where a case-worker's report is treated with respect and not simply filed away until it is too late.

The caseworkers do suffer a lot, and they also get so frustrated when between I and them we know the kids well and managment says "no" to things we see as in their best interests.

It seems pretty hopeless now, the Recommendations have gone through and NGO's will get big and new ones will pop up. The foster parents and the foster children are one step further away.

It is bound to have an adverse affect on the biological parents who are worried about their children. Different companies, different policies and siblings scattered through the system.

I'm struggling to understand the ammendments to the Act but it looks as though Children's Court has lost a few powers. No longer allowed to decide contact arrangments or desputes with biological parents.

I don't have a good understanding as far as the actual workers within the department but I have witnessed and heard from other foster parents how some of the NGO's already conduct themselves with no regard for the children.

DoCS have not done well to date but I really felt this one product (children) was something they should have kept safe with them.

Hey OUG, so when the Act is updated I can read it online? I remember in NZ the caseworkers carried the Act as a book, like a bible. At training over there you learnt about the Act. Nothing here though.

It is ironic, I am here defending DoCS and wanting them supported and the children to stay with them. All the while I am being prevented from caring for more children because of DoCS managment and my complaint. No one did help the kids I complained about being treated badly by DoCS and an NGO, in fact I think I was pretty much ignored so the punishment is confusing to me.

Even more ironic, I may have to sign with an NGO just so I can continue caring for children. Like the children I can only hope that I find myself with a good one.

When a mother is "ordered" to participate in doing something soul destroying to a little one and they obey it is bad enough on this earth, I hate to imagine where I might be heading afterwards.

if you need to join some ngo just go for it..you will be led to the right one..[on another note i noted the appeal period has been extended[and appeal judges have changed,..a lot of other sneaky stuff]

i agree that all upper managment should be sacked or sued[from docs]too many chiefs not doing anything..[govt appointees...there serving their masters..with black souls[the darkside],but not serving the kids
