. Anything the government authorises can't be misinformation, but if you criticise the government, that can be misinformation.

. If a university academic says something, it can't be misinformation, but if you disagree with the academic, that can be disinformation.
. The government can exclude its favourite websites from the law so that anything that appears on those sites can't be misinformation. But the same material on other sites will be disinformation.
