With the disaster created by the incomperdence of the Morrison Government with vaccine roll-out and quarantine, coupled with the shambolic response of the Berejiklian Government in NSW to Delta which has resulted in more than one hundred deaths and thousands of infections, it should be renamed the Gladys Virus. These pair of failures in particular, along with a chorus of conservative politicians bang on about "The National Plan", and how its going to deliver us turkeys for Christmas. Why wouldn't they bang on about the future given their present abject failures.

The two Premiers who are riding on the crest of success with virus control so far, Queensland's Annastacia Palaszczuk and WA's Mark McGowan are more circumspect and concerned about "The National Plan" since no one really knows what it is, or where it will lead us. Minister Roberts on 'Insiders' yesterday provided no clarity as to what the plan entailed. When told the Doherty Institute had said nothing about national borders opening up, Roberts said it went without saying. Roberts also said we all should follow "The National Plan" although it was still being worked on, and could change by the day, sounds like the plan you have when you don't have a plan. Naturally Palaszczuk and McGowan don't want to risk the health of their people based of hairy fairy nonsense put foreword by a pack of conservative political losers.

Well, whenever the word "nation" or its grammatical derivatives is mentioned, one can tell that the actual people of the land are going to be hurt!

I think its a 4 Phase Death plan.

Stage 1.
Get everyone vaccinated, including the kids
Some people including children will die just from the vaccine;
- And who were never even exposed to Covid or Delta to begin with;
Also many will suffer many different adverse reactions.

Stage 2.
Remove Restrictions and Open up Borders (causing more people to die from further spread of Delta)
Also set-up vaccine passports to punish people who don't vaccinate.

Stage 3.
Where the vaccine doesn't actually stop the virus spread at all
So more people, many asymptomatic or with less severe symptoms spread the virus worse than before unrestricted;
- And there will be an explosion of cases (and many more people die)
And we also roll out booster shots (return to item 1, many more die)

Stage 4.
Where the long term side effects from both Covid-19, Delta (inc. Long Covid) - as well as future strains;
- Where vaccines themselves could cause the virus to mutate;
(causing a continuation of death)
And also long term side affects of untested vaccines, with continued booster shots
- Starts to cause unknown health problems over the long term.

All because they failed to shut the international borders and set up proper quarantine.
Now our country is completely ruined, and it will never ever be the same.
(But many won't be around to see it anyway, they will have to pay the price of these mistakes with their lives)

I think that we are very fortunate that some State leaders got ahead of the wave early in this pandemic.

Morrison had to be dragged kicking and screaming to the table and embarrassingly forced to take action on this matter.

Maybe he thought all that had to be done to appease the public was vaccinating the grannies in care facilities.

Then it would all magically go away.

Morrison's disastrous delay in securing enough vaccines before the Australian winter ensured that the predicted seasonal spike in Covid cases would not be avoided.

We are paying the price for this anti-science and anti-expert stance by Morrison.

I am glad I live in a state that is actively slowing the spread of this virus - giving the population the time needed to vaccinate before too much more damage can be done.

The "National Plan" is just a way to make it look like they are in control and doing something when in fact it's a matter of hoping for the best (or least worse) outcome.

Ideally they want things to stabilise in some way well before the next election and in time to contrive a new positive distraction for the voters.

The relentless media pile-on for Andrews never ceases to amaze me. He's been a prime target ever since he showed up Morrison in terms of leadership during the bush fires and was likely seen as a political threat.

Also, those COVID afflicted nursing homes were all controlled by private or non-profit sources and totally the responsibility of the Federal government who control such things as the supply of PPE, standards, training and working conditions (such as casual workforce operations).

Apart from those ones actually run by the State the only time the State government has jurisdiction in Federal sites is is the case of an internal infectious illness outbreak which then makes it a Public Health matter, but of course by then it's too late.

It's strange how that accusation of an outbreak being caused by an untrained security person sleeping with someone in quarantine was later (quietly) found to be false.
Of course a a major media player like Kerry Stokes - who has major personal financial interests in Aged Care homes - will say little about that matter and accept any responsibility for using unvaxxed casual staff at multiple locations.

The original idea of using military staff as security guards has since been disproven as (like in NSW) they have no legal authority to detain or act in that role.

The responsibility for the >800 people that died in Victoria is 100% the responsibility of Vic Labor and Dan Andrews in particular.

The federal government is responsible for the funding and regulation of aged care centres and has no involvement in the day to day running of these facilities.

The responsibility for preventing the escape of the virus from Managed isolation and getting into the aged care facilities was 100% Dan's responsibility.

Under the act the Federal government is responsible for health standards in private aged care, which includes preventing infectious disease outbreaks. In Victoria the State government had to obtain Federal permission to enter private aged care, by which time it was too late to prevent mass deaths. Just as Morrison shifted his quarantine responabilities onto the states, he has shifted both heath and vaccine responabilities their way as well.

In July 2011 changes by the then Labor government saw "the transfer of full funding and policy responsibility for aged care from state and territory governments to the Australian Government".

The National Health Reform Agreement stipulates the Federal Government "will take full funding, policy, management and delivery responsibility for a consistent and unified aged care system covering basic home care through to residential care".

In Victoria, the relevant legislation is the Public Health and Wellbeing Act 2008. It grants the Government, through its chief health officer, the power to shut down facilities and, in the event of an emergency, to detain people, restrict their movement and issue any other direction considered "reasonably necessary to protect public health".

Facilities are not subject to federal oversight if they do not receive Commonwealth subsidies (ie State run facilities).

States retain some responsibility for residents but primarily it's the Aged Care Home operators. However, the State role is to help facilities respond to — rather than prevent — outbreaks.

According to Monash University's Health Law and Ageing Research Unit - "If you don't have an outbreak and the public health unit comes and says, 'I think you should be better prepared', the provider can tell you … you've got no authority, we're operating under the federal rules."

Legally "the Commonwealth is responsible, until the point that there is such an outbreak that the state can intervene using its public health powers".
