The Barrier Reef gets 80,000,000kg nitrogen a year from cane fertiliser , triple the normal healthy amount from bird and fish waste. Qld cane-farm rivers have around 400 micrograms / litres nitrogen where 200 mcg is the danger level.
Electrolysis of sewage is claimed to remove Nitrogen at 240g / 1000 litres per Kwh . Solar power costs around .25c over 20 years cost of panel installation or $500 per Kw capacity. Qld cane-farm rivers outflow is 16 trillion litres /year. If electrolysis is installed in drains from cane-fields then the cost seems to be $3mill /year for 20 years fitting solar equipment of 120,000 Kw capacity.
There are 2.4 million Reef tourists a year staying a couple of nights and 3000 farmers pay for 80,000 tons of nitrogen fertiliser. A small tax on tourists and farmers pays the cost of electrolysis and bureaucrats .
A bit of specific water-control by drainage weirs might be workable for electrolysis.
