Answer- Yes I agree with Toni Lavis that perhaps the concept of collective punishment should be reviewed in the modern context. But I'm not sure that taking away the reward of citizenship or residency for example based on ethnicity can be considered collective punishment. Maybe I need to review the UN specification (not that I trust in its legitimacy). Police profile people to investigate crime- is this a form of collective punishment? Most would agree to solve problems it's necessary to classify phenomena based on recognizable attributes- maybe the communists don't want to solve social problems- maybe they just want the world to burn.
