Mate for once in your bloody life go read the documentation. It clearly refers to both the UN and the NGOs. In Liberia for instance there were 26 individuals from 17 different agencies implicated only one of which was the UNHCR, the rest were private NGOs like Medecin Sans Frontière and Save the Children - U.K.

Are you calling for them all to be banned from doing humanitarian work internationally?

The abuse of refugee children is a huge problem. Loading it all on the UN might suit your agenda but it doesn't address the on the ground reality.
