Yes, the politics of the Black Sea are probably far more complex than those of the Gulf of Mexico, with a number of treaties governing whose ships can enter it, for what purpose and for how long, and over access to the Danube as an international waterway.

The problem with a State Mafia is that sooner or later, you have to run a State, to actually develop its economy, and not just pillage and divide up the spoils amongst all the competing Mafia families. Who would invest in Russian firms (or whole economic sectors) if you suspect that most of your investment will end up in oligarchs' bank accounts ? Their companies pillage what they can, mainly in the raw materials sector, mainly oil and gas, but who is going to put money into manufacturing etc. ?

So the Mafia starts squabbling amongst itself to hang onto their 'territories' and, for insurance purposes, try to grab those of their neighbours. No honour among thieves.

So did Putin order the murder of Nemtsov ? Maybe not. Did he connive at his mate Kadyrov's murder of Nemtsov ? Would one of the other Mafia gangs, the FSB, have done it to implicate Putin ? And where is Putin, Macho Man ?
