Once the BOM used to be conservative in its warnings so as not to cause alarm, which is not something any responsible organisation would want to do. However the highly dependent, frightened public, made so by the incessant alarmism on all manner of things by people who should know better and a tabloid media out for sensationalism, would be in a pink fit if there was (say) some rattling of the windows during a thunderstorm despite the fact that any weather event can have localised effects.
To top it off, I am sure the BOM also has to consider the possible weather damage effects on poorly constructed and under-maintained buildings.
So out of the range of possibilities the BOM is forced to upgrade its warnings to the highest of the possibilities to protect itself from the complaints of the serially upset and hysterical who can no longer think for themselves.
