I didn't mean "poor" in the literal sense, i.e. someone who has no money. I just used it as an idiom, to mean "second-best choice", the first choice being that governments do not operate beyond their moral boundaries.

Of course, but had the government been limiting its operations to within its moral boundaries, as it should, then I would no longer have any strong wishes about how it does what it does - in that case I would leave that to those who are more professionals in their area of expertise.
