Dear Wolly,
That's because the so-called "private" insurance is not private at all. Yes, it is administered by commercial, profit-making companies, but it is heavily regulated and protected by the government, especially by making it compulsory (in Australia by the threat of the Medicare surcharge). If health-insurance was truly private, then I could bargain for example for a policy with much higher excess than the current maximum allowed ($500). This would increase competition and reduce premiums. The genuinely poor should still be able to access public funds for their health needs, they should not be thrown out in the gutters, no doubt about that, but those of us who have money should pay for our own medical expenses, or otherwise through a truly-private and voluntary health-insurance. A recent newspaper article points to the fact that private health insurance rather than decreasing costs due market forces, costs actually increase. Australians have the highest out of pocket expenses compared to other countries, such as America, France, Canada.
Whilst not particularly obvious, but high out of pocket health care costs in Australia is also a significant factor in individual bankruptcy in the country.
So affordable health care will be impossible for a significant number of people in Australia, should Australia ever go down the private health track.
This will lead to a increase in mortality at a younger age for people who can afford a private health care system.
