Indonesia sees the Northern part of Australia as relatively vacant land and formerly part of Indonesia; so they sanction shipping boats to Australia as they do to west Papua. This is an unarmed invasion not refugees fleeing persecution.

Perhaps we put those refugees in the North as subsistence farmers and give each family 5 hectare so it resembles the country from which they fled. No Government handouts as obviously these people have money to be able to pay smugglers.
