If I was Israel, I'd certainly want the world to know that I have an arsenal of nuclear weapons, even if I had none at all.

What better way, than to get one of my citizens to blow the whistle? That way, I could carry on denying, all the while allowing the world to believe that Vanunu was giving away secrets. I'd even pretend to slap him into prison - preferably in solitary confinement so that no-one would wonder why they couldn't see him - while spiriting him away to a life of luxury at a villa in Ein Gedi.

I'd save myself the cost of producing a single warhead, and be able to support the nuclear non-proliferation pact with a clear conscience, while all the time keeping my enemies at bay with my non-existent nuclear armoury.
