If you actually listen to the interview or read the article, the UNHCR indicated that it is not inclined to get involved, as it did not get involved in setting up Nauru previously, but did not decline to get involved in the assessments.

The issue is now whether the labor caucus has the guts to turf out Gillard, and whether the independents have the guts to admit they made a huge mistake saddling Australia with an incompetent government.

Whichever way you try to spin it the UNHCR has obviously taken the time to release a statement to the effect that it is not inclined to become involved in the setting-up of these various centres of incarceration. I would take that sort of action as tacit disapproval of off-shore schemes....wouldn't you?
