As to your 4 questions, please correct me if wrong but any knowledge or evidence of such a thing should be reported to the Police? or is this not the procedure? or are the Police not to be trusted, are there any Police in.... which community do you refer?
However questions 3 and 4 would prove to be interesting subject matter to discuss in any event if you were discussing the distribution of Commonwealth funds through a competant CEO trusted with common wealth distribution of those funds.
May I say that in question 1 you may want to research the previous Liberal Governments' NTN (Networking The Nation) program and the reporting that was provided to get an idea as to how the process works and the outcomes where funding is provided from Commonwealth Coffers into State coffers subject to application and proven need.
Further and lastly, in my opinion, by and large the CDEP operations that mustered into their employ more than approx. 330,000 Aboriginal workers nationally and the destruction of the CDEP (Community Development Enterprise Program)by Amanda Vanstone under Howard's watch...not a good move, as this would have made the perfect auditor.
