Thanks for responding to my question and for the overall helpful and constructive discussion / points. I deliberately didn't give too much away from the onset as I am generally seeking feedback / comments and not wanting to get to the end state too quickly without exploring some of the more open / general issues first.

Polpak - Yes people sign an agreement which has general terms and conditions but it is just that - an agreement and as such not binding like a contract. Thanks for you 'humble opinion', I would like to know what you mean by saying Aboriginal has complicated things - How and what things are you referring to?

ChrisPer - It is not homework but a submission I have to put to Minister Macklin (Indig Affairs) for Parliamentary purpose later this year (September) And, rest assured I am doing my own share of research - just throwing it out there to those who wish to respond.
At the present, I have nothing to share for this purpose but maybe later on down the research / opinion track, that may change.

Spindoc - I can not elaborate on the Parliamentary Privilege at this time but lets just say it is regarding an Indigenous Corporation in Northern Australia losing alot of Government Funds. Yes it is exclusively Fraud.

Pelican - You are right on the money in your comments. However, my topic centres on those responsible within the communities who have financial delegation to administer those funds that my research topic is leaning towards.

i note that professors give their students their work to do[so in a way your assignment gives me hope]...in other ways i see the same old ignorances,about the root cause,i think you need broaden your research

see that the topic is a current issue, that the next generation is emeging as we speak,but they do so with sure knowing that of the past didnt work,so you cxomprehend more here is some recent thinking on what happend in the past

in short govt sends its agents in[the agents pick sellouts;..called by the opthers coconuts, and the coconuts feather their own family nest...usinmg the clan rules[knowing the clan is obligated to look after its own clan first..whats mine is yours[what yours is mine

govt agents are distracted into ever writing reports[for the sole reason of seeing who knows what..[the minute one gets a handle on their topic[they get moved on,and a new guy is asked to prepare a report, thats all the new guy is allowed to do

[inteligence gathering, the incompatant reporting on the same as the last incompetent did..because basiclly no real cure is sought..as to why the vidios will make that clear...lol..thats why your being asked to write this one...lol..thats the whole game...follow the cash

So it's a fishing expedition conducted by some anonymous axe-grinder, looking to get some hearsay dirt on a particular person, presumably Aboriginal? Thanks for clearing that up, banlew.

ok i note your reply,..i missed it before posting mine,you want to change things then train the locals to serve each other..[set in train local decision making..on what to spend this weeks budget on

give the locals a real say..[give them a local fast track,..but by catching up..on how we developed]..make this benifit for nothing mentality go-away

to get benifit you need to give some service..[this is done easilly by having people vote,..or attend school,or draw/build/create something or record something,..like voting should be done fortnightly[on issues the comunity needs,if you want the benifit then vote

see that one shop run by a for/proffit church does nothing..for the community..divide the one big/shop into little shops..[give the rghts to seel fresh vegetable to one person..[frozen to another]..clothing to yet another...make small buisness..so each has their role in society

one may be the hairdressor,..the other the vidio shop.. the other smal engine repair[or welding]..in short give everyone a role to play,..develop a micro busness comunity..that allows each a role/title

see in primative society..each had their speciality..[we had hunters, we had gatherors,..we had spear makers,..we had basket weavers,..your tribe name was based on your trible skill

just as in small towns we have a dentist,docter,nurse,whitegood's store,green grocer,blacksmith,barmaid,..they had hunter etc,..these local comutities need to get local franchises

[training to help them become shopkeepers/service providers..[stop importing people..to serve them..train them to serve each other..[just like they did in days gone by,give them a hand up,not a hand out

by activly voting..on how a budget is expended..in their own community..they develop pride in the community they helped shape..[by voting on who goes to the hair dressor training course,or what goes into the new shop

they take back some pride,..give the people some power that difuses the power..that makes them obey outside rule..[by..lol..the same elites]...teach them the various life skills..but let their communal/vote decide who gets what...

a fortnightly budget/..they decide where it goes..decided democraticlly by those most affected..[and most dis-empoered by the current system

we didnt have chiefs here..[we had specialists]..top down is your way..not ours

The same people who commit fraud in white communities commit fraud in indigenous communities. These fraudsters are the Magistrates and Judges, who defraud the Commonwealth every time they act arbitrarily. These same fraudsters refuse to accept the International Covenant on Civil and Political Rights was legitimately enacted by the Australian Labor Party Government in 1986, as schedule 2 to the Human Rights and Equal Opportunity Commission Act 1986 .

These fraudsters refuse to accept that s 12 and 13 Acts Interpretation Act 1901 ( Cth) make a Schedule part of an Act, and the Schedule to the Criminal Code Act 1995 ( Cth) is the Criminal Code. The Covenant is cited in about three major offences, in the Criminal Code Act 1995 ( Cth) and if you have Jenny Macklin’s ear, you should ask her why the Rudd Government still tolerates the reign of terror instigated by Menzies in 1953, and the continued government of Australia by a select and exclusive sect of believers in the Law, as a religion.

Since the 20th October 2001, the Criminal Code has been law, and Paul Keating’s government made slavery an offence, carrying a penalty of 25 years imprisonment in S 268:10 of the Criminal Code. When Kevin Rudd wants to balance his budget, all he has to do to end fraud, is repeal s 39 Federal Court of Australia Act 1976 and Order 46 Rule 7A Federal Court Rules, and see how the money rolls in.

These fraudsters all offend S 268:10, the 25 years jail converts to a fine of $165,000 each for every Federal Court or State Judge in Australia, by reference to the conversion formula in the Crimes Act 1914 ( Cth). The public purse will be enormously enriched.

Rudd will be able to keep his promise to remove the homeless, and beggars from the streets of Sydney and Melbourne, and other major cities, and would not have had to say sorry to Aboriginal Australians, if it were not for the fraudmaster, in the Gunner and Cubillo case, in the Federal Court. We all deserve a sorry.
