Yes. It's not just idle talk that authoritarian governments seek to replace a population that they are losing control of - after the bribes stop working, and even the terminally thick ones wake up that their standard of living is still dropping.

We need look no further than TV ads to see the one-of-everything in them; often without a single white person. It's a big part of the softening up provided by corporate mates of government: the ones who want mass immigration to boost their wealth, and pay lower wages to immigrants who can't complain because they don't speak English, and at least half of them will never become citizens.
