Doog, a Royal Commission can summons someone to give evidence and like
any court demand that they answer questions.
If covering up or lying to the commission they can go to prison.
It is these powers of which the government seem to be afraid.
A minister cannot answer "that is in cabinet in-confidence".
The commissioner can close the session and then reveal what has been
revealed if he considers it not a valid secret.
I am not a legal eagle but that is I understand the powers.
Given "nod nod say no more" of politics you can see why such powers
