You assume that sanctions will lead to Iran submitting to the will of the US/Israel. This is not correct, it must be paired with options to either escalate (war) or deescalate (negotiations).

Netanyahu and Singer obviously want the option to escalate toward war.

The US knows that it can't afford to escalate against Iran to the point of war, especially now they are working together to fight IS in Iraq. The strategy seemed to be to use sanctions to gain the most favorable position possible, and then deescalate through negotiation. Abandoning this strategy will most likely result in many more years of sanctions, threats and escalation/deescalation cycles before ending up in a very similar position to today, but perhaps with even more of Iran's proxies throughout the region.
