Those that target women and children to create fear are terrorists.

The Ukrainians don't thus are not terrorists, the Russians are.

The Palestinians target women and children and thus are terrorists.

The Israelis don't and aren't.

"From the Jordan to the sea Palestine shall be free," is the chant of every Palestinian. They do not recognize Jews have legitimate rights to their land. It is the constant complaint by Palestinians to the UN that has given Israel the terrorist banner. They believe they have every right to kill Israelis because they have stolen their land.
