Under the Westminster system, Cabinet, and not the PM, has the right in some instances to approve a ministerial decision, sometimes the minister has the executive power to unilaterally make a decision. In the case of the 'Pep-11 gas-drilling permit' the minister (we assumed was Keith Pitt, how we got that wrong) had the power outside of Cabinet, and remote from the PM, to solely make the determination of yes or no to the granting of said permit. Secretly Fuhrer Morrison had his personal General Von Hindenburg (Hurley), representing the Wicked Witch of Windsor, an un-elected foreign monarch whose real name is Lizzy Saxe-Coburg-Gotha, appoint him co-minister. In that way Morrison was able to make a secret ministerial decision concerning the permit.
