I think Paul1405 is saying that state lock-downs caused at least 130 Billion Dollars in lost economic output that needed to be made up by federal lending to prevent homelessness and starvation.

The whole point of the payment was to provide income to those people that were stood down during the lockdowns. This money was paid to the employees via the employers.
