Revenue is the fundamental basis of any economy. If you have no revenue source then you have no economy. A classic example is East Timor. We liberated them with military might so they could have a free economy based on the revenue flow from the oil and gas reserves in the Timor basin. The only problem we have is that East Timor is not getting the real benefits of a revenue source. The Australian Government has allowed the big multinationals to get control of the undersea resources.
East Timor is still a depressed disaster of an economy because it has no real revenue stream.
Back here in Australia we have a government scavenging for revenue. We even have state premiers stating that they intend to roll out more speed cameras to collect millions of extra dollars in fines for the state coffers.
I say to you the revenue is out there Mrs Government but you refuse to collect it.
Example #1. A take away shop that bakes its own bread, pies and mini meals in a high turn over are of indigenous and single occupancy dwellings collects upwards of $5000.00 per day,24/7, has no operating till and declares $1000.00 per day, if that.
That is $1,460.000 per year undeclared revenue ($146,000 unpaid GST)
Multiply that figure by a estimated 50,000 similar operations throughout Australia and you have $73,000,000,000 per year undeclared revenue ($73,000,000,00 unpaid GST)
Massive isn't it
Now using example #1; we take a conservative figure of say 20% of this amount being fact this then $14,600,000,000 multiplied by 250,000 (a very conservative figure) you then have an amount of $36,500,000,000,000.
Now just say only 20% of this figure is true then we a missing out on $7,050,000,000,000.
Staggering isn't it?
So what it means is that our government is deliberately bleeding the worker who really shouldn't have to pay any tax on up to $100,000 a year income.
End of unemployment, end of poverty, end of medical waiting lists, better roads, schools and aged care,

If small business weren't able to avoid tax, they wouldn't bother. The single biggest motivation for anyone starting a business in this country is to avoid tax. If you take away the tax rort, nobody will bother and unemployment will skyrocket.

Why would they bother if you end up paying the same as your average PAYE tax payer? Small business is the largest employer apparently.

There needs to be a place for the embezzlers and tax avoiders of society so that the honest workers have a job. It's not pretty but it's reality.

I totally accept your premise in respect of running a small business. The incentive is the cash (or kind) but why have laws if they can be defeated for the sake of greed.
I doubt if small business would decline or unemployment would escalate that much. It would simple mean that there would be a more equitable playing field for all taxpayers rather than the privileged few.
By the way the examples I quoted do really exist.

What a cop out! A section of the community, ie small business, has to be free to break the law because they are an employer of people. Not to mention that small business is the biggest exploiter of workers, often under paying and flouting award conditions, always crying poor mouth.
Added to this is how small business often fail to comply with health and safety laws.

If all the above is true generally, then how come the (only) takeaway fish and chip hamburger shop in my small town (indigenous/ single occupancy) has gone through 6 hands in the last 12 years and is on the market again? Perhaps none of the past proprietors were dishonest enough?

I'd be interested to know if any of the previous posters has actually run a small business. In my experience, coming from a family of mainly small business people, and knowing personally most of the small buisness people in my town, most are too honest for their own good.

That $5000 per day turnover (a bit much for a small takeaway in an 'indigenous/single occupancy' area?) has to cover rent, electricity, insurance, raw materials, wages, super, workers comp, various govt fees, cleaners, etc etc. The first three are large constraints on profits and continue to increase.

If the government wanted to stamp out the cash economy and the billion dollar criminal active that goes with it, they could introduce a cashless economy, with a 'smart card'. Cash has been around since before the time of the Romans, its time to go. A no cash economy would pay for itself in no time and force Greasy Ronald in his take away to cough up, hopefully not all over his burgers.

A better option Paul would be to implement a transaction tax, then, every time money hits any account anywhere, the tax is collected.

It would also do away with income tax and GST, so who cares what the fish and chip shop does with their cash, cause at some stage their money hits the bank.

Taxing money is a far better option than taxing people, cause people can only spend money once, but money can be repeatedly used and taxed each time.

As far as small business goes, I have been there for 23 years and can tell you the joy and reward has all but gone.

Black money would also get taxed at some point.

I also see other benefits and savings in having a cashless society. Reduction in armed hold ups, can't loose the cash in your wallet. Saving on printing costs, transporting counting etc.

What is not often discussed is the tax breaks that the mates of our politicians get.

Our politicians do not pay income tax on their taxpayer funded social welfare benefits (superannuation), nor do judges.

Why are trust funds remaining tax free?

James, I'm not sure what you mean by trust funds, however, as for politicians, their tax payer funded super is just one of the perks and, you would be hard pressed to find another job that more than half the population hates you.

Of cause, we can all be one if we wish.

However, I have always maintained that they (politicians) should be accountable for their actions and, if they make a major stuff up (insulation as an example) then their golden hand shake shoukd be reduced.

Alternatively, Indemnity insurance would a a good alternative, as it is we the tax payer who pay their wage, and we also pay for the billions wasted along the way.

I wouldn't even mind if we funded the insurance to some extent.

Paul, As for a cashless society, I have no problems with that, in fact, had it been about 25 years ago, I would be about a half a million dollars better off, as I would have had this amount stolen over this period.

Combine the no cash with a 2% transaction tax and we would fly as every single cent spent would collect tax.

Perhaps we need a referendum on these, and other issues.

There are two very important precedents that were established with this case that need to be studied in detail.
