The labor Government made a big thing about the mining tax and its implementation and benefits to Australia - Trouble is after 3 months it has not raised 1 cent. Therefore the critical questions to be answered is.

Exactly how many high paid bureaucrats and lower paid pen pushers in Canberra and around the country are employed by whatever department is responsible for this project of yours?

I have to agree Labour was pretty stupid on this one.

By agreeing to absorb increases in State royalties they have given free reign for the Queensland and Western Australian governments to hike up the rate. Queensland looks set to pull in an extra 1.6 billion over the next for years and the miners are rightly screaming as this is a base rather than a profits based tax.

Philip S, I think the critical question is: why is the mining tax not generating any income at the moment and why are the projections of the revenue it is supposed to generate being progressively lowered?

Gillard and her government desire to do something meaningful in the interests of securing a healthy future for our country. The carbon tax and the MRRT are fundamentally good moves in the right direction. However, the government is hopelessly compromised by the real power base: big business, which will only condone these moves if they don’t significantly affect their profit margins.

So we simply get good initiatives being watered down into uselessness and which end up as no more than token efforts.

If our governmental system was set up so that there was a much better level of independence from the pressures of big business, we’d have a meaningful effort moving us way from our addiction to fossil fuels and onto renewable energy sources, a much better return from our mineral wealth to us the ordinary people, and a genuine move towards a sustainable society.

I think that the will is largely there within the current government, but that they are simply unable to exercise it to any meaningful extent.

Firstly they called the tax the RSPT and then changed it to the MRRT, I think they should rename the MRRT after those that negotiated it. The "IDIOT" tax has a nice ring.

For those that think 3 months is not enough to predict that Swan will not get $2bn this year, need to explain then why 1 month is sufficient to calculate company tax payments.

Ludwig - I agree BIG business runs the country not the people we elect. How many times in the past 20 years have you seen newspaper headlines - Ford, Holden, Alcoa etc will have to close a plant or leave Australia for FINANCIAL reasons, A few days later the Governments of the day (labor Liberal - state or Federal) are throwing millions there way and offering BIG tax or electricity rate reductions.
BIG business is good at paying very little or no tax. Same with the very rich people paying very little or no tax.

Philip, if you went out and borrowed billions, and risk everything, you too could pay less tax, however, this argument is a distortion of the real picture.

Before paying tax, there are deductions, which by the way, would be paid as tax if not there in the first place.

Big business pays exactly the correct amount of tax, in most cases, which is currently 30c in the $. Not a red cent more.

Just thank your lucky stars that big business has the BALLS to take these risks, otherwise we would all suffer, as there would be very few jobs on offer and very few places to see, invest in and spend our money.

Then reality is, our taxation system is doomed and simply can not keep up with demand.

A whole new approach is what is needed and a transaction tax, whereby money is taxed, not people, would be a good starting point.

rehctub - 2 words "tax havens" but I totally agree the tax system needs fixing.

Individual rich people use trust funds and corporations to negate paying tax because they earned nothing much but the millions they spend is spent by the corporations they control for like $1 per share.
The Companies are registered in a country with very low tax rates, even though as with a few in Guernsey all they have is an empty office with a mailing address. No time to do full write up on there tactics but you should be easily able to find them.
Remember Allan Bond years ago paying 1 cent tax on the dollar.

Like the bloke who claimed cyclone damage a 1000 km from where the winds were blowing because the rain kept patrons away, phantom patrons yet he got 10 Grand & bought himself an $ 8000.- watch. I don't know how the states are going to benefit from extra royalties.
Wasn't the deal that extra royalties were to be deducted from state reimbursement of GST, and given to the miners.
We are paying less tax now in real terms than 10 years ago, so if you want to pay more tax raise the GST, that way everybody pays.

Yes that is the crux of the problem. Who let's them do that ? We do ! The argument that you wouldn't have industry if you didn't have this system is just crap of the purest kind.
They reap the rewards & the rest of us pays for their mistakes & shortfalls. It's a crap of a system & needs to be done away with. Any worker could be employing others by paying so little tax. Investment ? Give me a break ! Like those companies who go broke whilst having hundreds of millions ? If anyone can't see that the present system is so massively flawed then nothing can help us. Whatever happened to fair go & all those clichés that make everyone feel so warm'n fuzzy at elections ? Everyone pay the same rate Period ! If a company loses someone's Super than the Government should either compensate the people by giving them the money. After all it was the Government who let the company operate in the first place. Or the Company's managers should have to forfeit their personal properties to compensate the people. No good screaming investment risk when THEY've got nothing to lose. Why are such companies allowed to run that low in the first place ?
There's only one reason why this kind of crap is occurring because of our crap tax system !
The average household has more competence in managing than these so-called experts.

With a 2% TT the most anyone will ever pay is $2 for evey $100 earned. So on say a gross average wage of $66,000 is about $1300 per year. Full stop!

The trick is, while money can only be spent once, it can ne used an unlimited number of times, transferring from account to account, collecting a small tax every time.

Now given the current system means one pays about $15,000 tax on that $66K salary, this would put about $13,700 (round numbers) extra in the pay packet.

Now that would stimulate the economy.

We could pay everyone (of working age) say $10,000 tax free per year, no questions asked and if you don't want to work, thats fine, but you get nothing more.

Welfare is all but gone. No work, no extra.

No need for tax returns and, if you do claim any expenses, YOU WILL BE AUDITED.

This tax would also stop the tax evasions from OS accounts, as any money leaving the country would be taxed at 2%.

So, why won't they ( governments) do it?

The tax was designed by a Committee headed by Don Argus, a former Chairman of BHP, and based of the requirements of BHP and Rio. It would be most surprising if it raises any revenue from those companies and probably not from the smaller miners either.
