Noting to worry about sonofgloin, I've been in touch with General Chuck Brassbottom at the Pentagon and he assures me its nothing more than the US air force disposing of some excess stockpiles of spent plutonium. I did ask why over Australian cities and not American? He response was "Um...Don't YOU know its an election year! I said okay, I then asked if it was "safe" to be spraying plutonium on the citizenry. General Brassbottom said "Of COURSE it is.....and don't you go believing that commie nonsense about plutonium being bad for you, its as safe as, well its safe take my word for it." General Brassbottoms parting words to me were, "Listen here Skippy, if ya don't like it, just remember we've got ah bigger army than YOU." No, it water vapour caused by the compression of the air around the trailing edges of the wing tips. It's called cavitation. Same effect is caused on a boats propeller when it over revs in water. The tips of the prop drive the air out of the water & make bubbles, then the boat slips in air & slows down. It's dangerous to swim at the base of a waterfall because the air bubbles caused by the falling water in the still water causes a loss of buoyancy & you sink. Basic school days Physics. It why they put the curvy bit on the end of the wings of aircraft nowadays to reduce drag & save fuel.
