Actually steven, there are international standards for condoms, not penises. Which is hardly surprising, since they are considered a product which need to be considered 'reliable' and require rigorous quality control standards.

Apparently several major agencies are responsible for setting international condom standards. Here's some info from FHI (Family Health International):
