Hospitals like schools are perfectly "legitimate" targets, as its causes outrage and death when you hit them. If I wanted to put fear into a massive number of people in your local area, I wouldn't attack lots of houses, as much, but target things like hospitals, schools, shopping centre, places where people are concentrated, places where I could inflict the most targeted damage with the minimum force.

Perhaps if the victim claiming agitators stopped hiding in Hospitals behind women & children then the buildings wouldn't be targeted !
