In primaeval times, it could well have been a useful 'side effect', which 'thinned the ranks' to ensure that only the strong survived.
But in modern times, these side effects are seen as far too destructive, and are condemned?
Instead, we try, actively, to create an exponentially increasing happy population?

When, inevitably, we run out of room and resources, calamity will strike?
By some mechanism devised by nature, the ranks will be thinned in dramatic fashion.
Even with this as a future certainty, few of us, now, would readily countenance having a small child thrown in to the air in anger?
So we opt instead for the 'exponentially increasing' model.

Our forbearance will be the death of us: eventually?
Or are we willing to change our ideas, and accept that conflict can have many beneficial consequences?

It is unfortunately getting a little boring down here in southern Victoria too.

Big riot outside a shopping centre recently among two rival gangs using clubs and knives. Quite a few injured. The big one the year before resulted in one lad dying. Minor skirmishes on a weekly basis.

The demographic is not noted for aboriginal members at all but rather one of the lowest socio-economic rakings in the state. I suspect that is the issue where you are too. The only fortunate aspect here is we have the police numbers to deal with it before it impacts the general public. As a state we have 20% more police per 100,000 people than NSW.

To have them not attend where you are is just disgraceful. I would hate to thing how much the issues here would escalate without police responding in a timely manner.

Open borders are not in any way an assistance to peace: More so are they a surety of societal decay. (Your example of imported ethnic gang violence).

Similar to Aboriginal lawlessness and violence. Opening up borders for missions to be integrated into white communities, is an obvious failure with a base line of stupid.

People in our communities pay a dear price for integration mandates thrust onto them by feel-good Government policy that overrides the rights of the individual to live in peace.
