More important that after retiring at the optimal 58 years ex-APS officers remain bitter and twisted.

I believe in freedom of speech! I also believe in delivering what you sign up for, what you are paid for. And if that means keeping stuff you know about under your hat, because official secrecy is part of your contractual obligations, then keep it under your hat/take it to your grave!
If you don't like the non-partisan conditions that apply to highly paid public service jobs/official secret act? Then don't put your John Hancock on the dotted line! Free APS speech rabidly in favour of the government is warmly approved, indeed recommended, for career advancement purposes.
Of course, other forms of free APS speech are also allowed, but they are not protected. The employer reserves the right to harass, demote, or dismiss.
