Sugar is addictive if people who crave it from drinks can't get the drinks they will get it from something else candy lollies etc.

Sugar is both additive and empty calories, that can and does lead to health consequences like obesity and diabetes, if used in excess! And sugary drinks absolutely loaded with incomprehensible amounts of UNNEEDED sugar, fructose, sucrose, glucose, or lactose, (milk sugar) are all sugar types and principal suspects in both health related outcomes, often with dire, life changing/life ending, consequences! What a stupid title!
This is of course quite typical of people who write (rant) for the Spectator. The modern dreadfully sane "everyman" of consumer society is a propagandized individual, participating in a "culture" of illusions and, effectively, self-destructing. The principal way that this process of self-destruction is occurring is via the widespread consumption of packages of toxic chemicals sold as food in supermarkets - this includes sugar, corn syrup and the various kinds of artificial sweeteners. How and why does the dreadfully sane every-person do this? Almost everything that one buys (and thinks) is provided by commercial media and corporations via their 24/7 propaganda industry - aka the advertising industry. Womens magazines are of course an important component of this consumerist propaganda. Two relevant references.
